You can create a new document in several ways
You can use Notepad to create almost any kind of document including HTML Documnents or other programming:
Languages. Start Menu> All Programs> Accessories> Notepad> When in notepad click file then new... Then you cand
Create your document and then use save as and to save it you go to File> Save As... Then you
may save it as any format you wish using All files under the dialog box.
With any other program the process is very similar
If you are using a graphics program such as photoshop/paint/gimp
it will ask you how many pixels wide by how many pixels high you want your document. you can
select the size in inches or any unit you wish. There are also default sizes under the drop down
menu
If using any other office program it is exactly the same as with notepad
