Costs as in BUYING the streaming video for your computer, or BUYING the streaming video to put into a website?

BUYING the streaming video for your computer shouldn't cost at all. Every video in websites should be downloadable one way or the other. If it's in .flv (eg: YouTube, Google Videos, etc.), you can always download a plugin for Firefox to download .flv videos. I don't know about a plugin for IE. Then you can find a FREE .flv player (which shouldn't be hard *Google*). Then there are just regular streaming videos (.mpeg, .wmv, etc.). They could be downloadable by right-clicking and finding something like "Save as..." or "Save page as...". I think this is also accessible through the "File" tab.

BUYING the streaming video for your own web page, I don't know. I do know that it's illegal to post up copywrited videos without permission. Anything else that's not copywrited should be okay to be posted in your own web page.
