There is no native way to block downloading of specific file types. Microsoft did release the free Internet Explorer Administration Kit, but even that does not include the functionality you are looking for.

If the domain in question is a Microsoft Active Directory Domain that you can apply a group policy software restriction that will prevent users from executing the specified files. This can be defined with file path/name and file hash so that even if the file is renamed the GPO will recognize it and prevent execution.
